David Howarth researches and teaches in both public law (e.g. 'Of Power Cables and Bridges: Individual Rights and Retrospectivity in Miller and Beyond' in Elliott, Williams and Young, The UK Constitution After Miller Brexit and Beyond. (Hart Publishing 2018) and private law (e.g. 'The Place of Tort Law in the Public Transport System: The Case of the British Railway' Journal of European Tort Law 9(2):191-225 (2018). He is also interested in issues of legal design (Law as Engineering (Elgar 2014). He founded and directed the Cambridge Master's in Public Policy and now teaches in the Department of Land Economy and the Faculty of Law at Cambridge.
In a previous life he was Member of Parliament for Cambridge (2005-10).
