Julie Debeljak

Dr Julie Debeljak is an Associate Professor in the Faculty of Law, the Director of the Higher Degree by Research Program, and an Academic Member of the Castan Centre for Human Rights Law, Monash University.

Dr Debeljak teaches and researches in the areas of international and comparative human rights law, domestic and comparative human rights instruments and implementation, and constitutional and public laws. She is published widely across a range of human rights topics, with a strong record in the area of domestic implementation of human rights obligations and comparative instruments, including a recent focus on human rights in closed environments, aged care and the coronial law. She recently co-edited and contributed to ‘Law Making and Human Rights: Executive and Parliamentary Scrutiny across Australian Jurisdictions’ (Thomson Reuters, 2020) with Assoc Prof Laura Grenfell.

Dr Debeljak has been a chief investigator in two major research grants funded by the Australian Research Council: (a) the first exploring Australia’s legal response to human trafficking in the Asia-Pacific region (2006-2009); and (b) the second considering the protection and promotion of human rights in closed environments 92009-2012).

Dr Debeljak’s academic work is complemented by her significant expertise in human rights training, capacity building and technical assistance via various consultancies within Victoria, Australia and the region. This work informs her research and teaching.
